The Government has been instructed to take measures to improve the economic efficiency of the timber industry and also to consider the feasibility of raising the fees for the use of forests, imposing export duties on lumber with a low degree of processing and tariff quotas on their exports, and organising trade of exported unprocessed round timber on commodity exchanges.
The instructions to the Government, in particular, also have to do with making some changes to the legislation; the use of Unified State Automated Information System for Accounting of Wood and Deals with It; a better monitoring mechanism for the implementation of priority investment projects in forest management; and compensation efforts after using wood for construction, reconstruction and operation of infrastructure.
