Under the federal law, identifying the instances of inciting minors to commit suicide is the primary goal of preventing child neglect and juvenile delinquency. With this in mind, the scope of duties of the bodies and institutions that are part of the system for preventing child neglect and juvenile delinquency has been updated.
The duties of the federal executive body responsible for oversight and supervision in the sphere of public information, the media, information technology and communications were updated as well, as were the responsibilities of the operator of the Uniform Automated Information System Unified Register of the Domain Names, Website References and Network Addresses, which was employed by such body. The above register helps identify websites containing information the dissemination of which is illegal in the Russian Federation. Their scope of duties includes notifying the Interior Ministry agencies about the facts of dissemination of information about ways to commit suicide, and information inciting to commit suicide, as well as pornographic information involving minors.
