The Government of the Russian Federation has been instructed to develop and submit to the State Duma draft laws that will ensure timely exposure and suppression of cartel activity as well as toughen criminal and administrative liability for such activity.
The Government has also been instructed to improve information cooperation, including electronic interaction, between anti-monopoly authorities, relevant federal executive bodies and economic entities in order to promptly respond to violation of Russian law regarding anti-competitive agreements (cartelisation).
In addition, the Federal Antimonopoly Service, the Interior Ministry, the Federal Security Service and the Investigative Committee, with participation of the Prosecutor General’s Office, have been instructed to develop an inter-agency action plan to expose and suppress cartel activity, which may require establishing a designated inter-agency coordinating body.
