The instructions to the Government of the Russian Federation concern, specifically, the development and production of clothing for people with disabilities and restricted mobility, assistance with employment for people with qualifications in fine arts, the renovation of offices of cultural organisations and cultural heritage sites in the Republic of Crimea and Sevastopol, including the Aivazovsky National Art Gallery in Feodosia and the Vorontsov Palace museum and reserve in Alupka.
The Government was also instructed to consider organising the Year of Music in Russia.
Instructions to the Presidential Executive Office concern competitive grants for individuals with outstanding talent in culture and the arts wishing to obtain a second or further degree in the chosen field (the grant is for education expenses) as well as grants to fund concerts of young composers’ music.
The Government of the Russian Federation and the executive bodies of the Republic of Crimea and Sevastopol received instructions to submit proposals on developing historical and cultural tourist itineraries on the Crimean Peninsula for children and teenagers from other Russian regions.
Instructions to the Government of the Russian Federation and the Government of Sevastopol concern renovations of the Lunacharsky Drama Theatre in Sevastopol as well as replenishment of its monetary and technical funds, support of the theatre’s touring events as part of the Big Tours programme of the Federal Centre for Touring Support.
The Government of the Russian Federation and the executive bodies of the Republic of Crimea and Sevastopol were instructed to consider developing a centre to support gifted children with the cooperation of the major educational institutions of Crimea and Sevastopol, based on the experience of the Talent and Success Foundation and Lomonosov Moscow State University.
Recommendations to the executive bodies of the Republic of Crimea and Sevastopol concern assistance for film production companies in arranging the filming process and using rebates.
A recommendation was made to the Sevastopol Government to organise a board to expose violations in construction in communal areas; to consider establishing a city social centre helping individuals in difficult circumstances with the support of the For Life public organisation; and to consider establishing a centre for creative industries with participation of the Sevastopol branch of the Union of Russian Artists.
