The Government of the Russian Federation was instructed to amend legislation by introducing a mechanism for granting tax benefits to investors within the limits of their spending on building and equipping social infrastructure facilities in the Far Eastern Federal District, as well as expanding the free port of Vladivostok regulations to international airports in the Far Eastern Federal District.
One of the instructions for the Government concerns providing land plots owned by the federal government or municipalities, which are located in the Far Eastern Federal District, to citizens participating in the State Programme to Assist the Voluntary Resettlement of Compatriots Living Abroad to Russia, provided they obtain Russian citizenship.
Other instructions to the Government concern developing the Far Eastern Federal University on Russky Island and forming an international research, educational and technical cluster, as well as a world-class campus; simplifying the procedure for using the free customs zone and the procedure for the employment of foreign citizens by residents of priority socioeconomic development areas and the free port of Vladivostok.
The Government was instructed to ensure, as a matter of priority, in the process of executing the federal budget in 2018, the allocation of additional budgetary funds for issuing subsidies to ensure affordable air transportation of passengers from the Russian Far East to the European part of Russia and back; for granting subsidies to transport automobiles made in the Far Eastern Federal District to other Russian regions; for implementing measures to build new checkpoints across the state Russian border in the Far Eastern Federal District.
In addition, the instructions for the Government concern, among other things, the creation of the Bolshoi Ussuriysky cargo-and-passenger automobile checkpoint on the Russian-Chinese border; renovation of the coastal infrastructure of the seaports of Vanino and Kholmsk for ferry service between Sakhalin Island and mainland Russia; long-term tariffs for rail transportation of goods; the construction of a cargo and passenger ship for regular service between Kamchatka Peninsula, Sakhalin, Magadan Region, Primorye Territory, and the Kuril Islands.
The Government, in conjunction with the Bank of Russia, was instructed to develop proposals on establishing in the free port of Vladivostok a regional financial centre in order to create an environment for conducting financial activities that is competitive in the larger APR.
Instructions for the Government and the government authorities of the constituent entities of the Russian Federation that are part of the Far Eastern Federal District concern the socioeconomic development of these regions.
