Instructions for the Russian Government in conjunction with the governments of the Republic of Buryatia, Trans-Baikal Territory and Irkutsk Region concern the development of a unified territorial plan for managing waste from production and consumption for the Baikal natural area.

Instructions for the Ministry of Finance in conjunction with the Ministry of Natural Resources and Environment concern additional budgetary allocations for ensuring state environmental supervision in the Baikal natural area.
The Ministry of Natural Resources and Environment are to strengthen environmental supervision in the Baikal natural area and ensure oversight of the exercise by the government bodies of the Republic of Buryatia, Trans-Baikal Territory and Irkutsk Region of their powers in the field of environmental protection of the Baikal natural area.
The Prosecutor General’s Office was instructed to take under special control compliance with legislation in the field of environmental protection in the implementation of recreational activities in the Baikal natural area.
