The federal law stipulates limiting access to information resources in the information and telecommunications networks, including the Internet, where information materials of a foreign or an international NGO whose activity is recognised as unwanted in the Russian Federation are distributed. The amendments establish the order for limiting access to information resources distributing information containing appeals to mass disorder, execution of extremist activity and participation in mass (public) events carried out in violation of the established order. Such limitation of access shall be carried out upon the decision of the Prosecutor General of the Russian Federation or its deputies.
Amendments will be introduced to the Law of the Russian Federation On Mass Media, pursuant to which a foreign media outlet distributing printed, audio, video and other messages and materials designed for an unlimited number of people may be recognised as a foreign agent. In this case, provisions of the Federal Law On Non-Profit Organisations regulating the legal status of a non-profit organisation carrying out the functions of a foreign agent may be applied to a foreign media outlet. The order for applying these provisions shall be established by an authorised federal body of executive power.
