The agreement was signed in Damascus on January 18, 2017.
The agreement establishes the international legal foundation for regulating terms that provide for the inventory and logistics support centre of the Russian Navy to be located in the Syrian Arab Republic.
For the deployment and functioning of the inventory and logistics support centre, the Syrian side will transfer to the Russian side land plots and water areas to use free of charge in the port of Tartus, as well as real estate.
The provisions of the Agreement shall regulate issues pertaining to the status of the staff of the inventory and logistics centre and their family members, crew members of military ships of the Russian Federation, jurisdiction of the inventory and logistics centre, and shall define how property relations connected with the use and maintenance of moveable and immoveable property and the use of land plots and water areas shall be regulated.
The agreement, in particular, defines how Russian ships enter and exit the ports of the Syrian Arab, regulate issues dealing with information protection, the use of communication and electronic warfare devices relating to the inventory and logistics support centre, protection of its location and use of weapons, and access for authorized representatives of the Syrian Side to the area of the inventory and logistics support center.
The agreement shall apply from the date of its signing and shall be valid for 49 years, with the option of its automatic extension for successive 25-year periods.
