Specifically, the Government was instructed to make amendments to Russian law relative to the leasing of land owned by the state or municipality to farming communities; toughening administrative liability for violating food quality requirements; granting the Federal Service for Veterinary and Phytosanitary Supervision authority to oversee the regions’ authority in veterinary matters.
Additionally, the Government was instructed to simplify the issuance of discount-rate loans to small economic entities and increase the funding of the Rural Area Sustainable Development sub-programme within the State Programme for Agriculture Development and Regulation of Agricultural Markets, Raw Material and Food Markets for 2013–2020.
The Government, in coordination with involved organisations, was instructed to ensure that the transport infrastructure development projects, including crops trans-shipment capacities in sea ports are synchronised with agricultural export plans.
The Federal Corporation for Small and Medium-Sized Business Development and the Ministry of Agriculture, in cooperation with Rosselkhozbank and Rosagroleasing, were instructed to take additional measures to improve access to soft financing of agricultural cooperative societies involved in the production, processing and sale of agricultural produce.
Russian regions’ top officials were recommended to expedite the drafting and approval of regional programmes for agricultural cooperative business development.
