The Government of Russia was instructed to choose the federal executive body that will be responsible for developing the market of natural gas-based motor fuel, including the creation of a network of gas filling stations and an increase in the fleet of vehicles using natural gas as a motor fuel.
The Government was also instructed to ensure the development and implementation of a programme for the gas-based motor fuel market’s development, while paying special attention to the importance of:
- developing territorial distribution schemes for gas filling stations and gas infrastructure in every constituent entity of the Russian Federation;
- developing the network of gas filling stations and ensuring that its use reaches a commercially efficient level;
- increasing the fleet of vehicles using natural gas as a motor fuel, while taking into account the programmes for upgrading the municipal passenger and freight fleet, vehicles operating as taxis, and school buses and emergency and rapid response vehicles, including ambulance and firefighting vehicles;
- stimulating the expansion of the fleet of private vehicles that use natural gas as a motor fuel.
Moreover, the Government was also instructed to submit proposals on the mechanisms for determining the level of personal responsibility of the heads of the Russian Federation’s constituent entities for the development of the natural gas-based motor fuel market.
