Members of the Central Election Commission (CEC) of the Russian Federation, heads of regional election commissions and former chairmen of the CEC have been invited to the Kremlin to take part in the event.
Russia’s electoral system began to take shape in 1993 on the eve of voting day on December 12, when the current Constitution was adopted and the first members of the State Duma and the Federation Council were elected.
To organise the electoral process, the Presidential Executive Order of September 24, 1993 established the Central Election Commission for Elections to the State Duma, which was renamed the Central Election Commission of the Russian Federation after the elections.
