The Federal Law establishes the main parameters of the federal budget for 2019 and the 2020 and 2021 planning period based on an estimated gross domestic product of 105.82 trillion rubles and an inflation rate of no more than 4.3 percent.
Federal budget revenue in 2019 is estimated at 19 trillion 969.3 billion rubles with expenditures of 18 trillion 37.2 billion rubles. A federal budget surplus is estimated at 1 trillion 932.1 billion rubles.
The Federal Law also establishes revenue distribution among the various budgets in the national budget system in 2019 and the 2020 and 2021 planning periods, Russian state foreign and internal loan programmes and state guarantees, and it outlines certain specifics of implementing the federal budget.
