The Government has been instructed to approve an action plan for the implementation of the Concept for Developing the Volunteer Movement in Russia until 2025.
These instructions have to do with the procedure for holding tenders for financial support to socially oriented non-profit organisations; the creation of a common open information resource that will contain information about socially oriented non-profit organisations that will receive budgetary support; the promotion of the volunteer movement; and monitoring the efforts of regional and municipal governments to involve socially oriented non-profit organisations in the system of social services.
The Government is also to make amendments to the legislation concerned with various aspects of operation of socially oriented non-profit organisations and to submit proposals on extending some elements of state support stipulated for small and medium-sized enterprises to these NPOs; on promoting international cooperation in volunteer work; and on extending the grounds for issuing humanitarian entry visas to stipulate the principle of reciprocity when granting such visas to foreigners who enter Russia for volunteering purposes.
The Government has also been instructed to analyse the proposals submitted by volunteer organisations following the International Volunteer Forum held in Moscow on December 3–5, 2018.
Additional recommendations on promoting the volunteer movement have been issued to the executive authorities of Russia’s regions.
