Changes have been made to Article 20.1 of the Code of Administrative Offences of the Russian Federation (petty hooliganism).
The changes provide for administrative liability for the distribution on ICT networks, including the internet, of any information that expresses in any obscene form, insulting human dignity and public morals, clear contempt for society, the state, official state symbols of the Russian Federation, the Constitution of the Russian Federation or bodies of state authority of the Russian Federation, unless these actions qualify as a criminal offence.
Cases of such administrative offences fall within the jurisdiction of judges; officials of internal affairs bodies (police) are authorised to complete administrative offence reports.
