The Federal Law specifies the norms of certain legislative acts of the Russian Federation with respect to introducing, amending, suspending or cancelling enforcement measures in accordance with UN Security Council resolutions.
The Federal Law introduces the notion of “enforcement measures” – collective measures for the prevention and removal of threats to the peace and for the suppression of acts of aggression or other breaches of the peace, the introduction, amendment, suspension or cancellation of which are envisaged by UN Security Council resolutions.
The Law stipulates that the aforementioned enforcement measures and their introduction, amendment, suspension or cancellation are binding for government authorities and local government bodies, as well as for organisations and individuals under the jurisdiction of the Russian Federation.
The general coordination of exercising enforcement measures by federal executive authorities and other bodies and organisations shall be implemented by the Russian Ministry of Foreign Affairs.
