Earlier, Mr Medvedev and Mr Aliyev met with representatives of the Azerbaijani diaspora and laid flowers at the monument to former President of Azerbaijan Heydar Aliyev in the city square named after him.
In 1983 Heydar Aliyev, then First Deputy Chairman of the Council of Ministers of the USSR, headed the government commission charged with investigating the accident involving the passenger ship Alexander Suvorov on the Volga near Ulyanovsk that killed 176 people.
In July 2008, at the initiative of the All-Russia Azerbaijani Congress in Ulyanovsk, a monument to Heydar Aliyev was erected, and in September 2009 the town-planning council decided to name the square in which the monument was erected after Heydar Aliyev.
