The Government of the Russian Federation has been instructed to draft principles for upgrading primary health care; to analyse jointly with the regional executive authorities the condition of first-line healthcare, including the assessment of wages in primary care and the degree of wear and tear of the medical equipment, vehicles and buildings of the relevant medical institutions; and to organise the drafting of regional programmes to upgrade primary care in the regions.
In addition, the instructions to the Government concern in particular the sources of financing for the activities to be carried out under such programmes, certain amendments to legislation, improving the procedure for licensing medical activities, payments to medical workers, major repair and renovation of buildings as well as re-equipping medical facilities.
Relevant recommendations have been issued to the leadership of the supreme executive authorities in the regions of the Russian Federation.
