The Government of the Russian Federation has been instructed to ensure the allocation of funds from the federal budget in order to co-finance, in 2021–2023, the measures under the Programme to restore residential buildings, communications facilities, public services, utilities and amenities, energy and transport infrastructure, hydraulic engineering structures, and administrative buildings damaged or destroyed as a result of flooding in the Irkutsk Region.
The instructions to the Government also deal with the allocation of federal funds to co-finance the completion, in 2021–2022, of the construction of protective hydraulic structures in the Irkutsk Region, and to provide loans to small and medium-sized businesses affected by the flood.
Furthermore, the Government of the Russian Federation, along with the governments of the Irkutsk Region and the Republic of Buryatia, has been instructed to consider holding the Year of Baikal in Russia.
Other instructions to the Government, the Emergencies Ministry and the government authorities of the Amur Region, Trans-Baikal Territory, Primorye Territory, Khabarovsk Territory and Jewish Autonomous Region, concern analysing the current situation in those regions caused by the August 2020 flood; evaluating the damage, primarily with regard to housing and private property as well as public utilities, engineering and transport infrastructure; taking steps to provide assistance to affected residents; and restoring the infrastructure facilities damaged or destroyed as a result of the flood as soon as possible.
