The Federal Constitutional Law regulates the status of the Government of the Russian Federation, the organisational and legal foundations of establishing the Government and its activities, and brings these aspects in conformity with amendments to the Constitution of the Russian Federation, as adopted by the Law on the amendment to the Constitution of the Russian Federation of March 14, 2020. No. 1-FKZ On Improving the Regulation of Certain Matters of the Public Authority’s Organisation and Functioning.
For example, the Federal Constitutional Law states that the Government of the Russian Federation ensures the implementation of an integral welfare-oriented state policy in the areas of culture, science, education, healthcare, social security, supporting, strengthening and protecting families, preserving traditional family values, as well as environmental protection.
Under the Constitution of the Russian Federation, the President of the Russian Federation is responsible for the Government’s overall supervision, ensures agreed-upon operation and cooperation between the Government and other agencies that are part of the single public authority system.
In addition, the Federal Constitutional Law stipulates a new procedure for appointing members of the Government of the Russian Federation. This procedure aims to strengthen the role of both houses of the Federal Assembly of the Russian Federation. Moreover, the Federal Constitutional Law stipulates a procedure for dismissing Government members, a procedure for terminating the Government’s powers, including in connection with a no-confidence vote that may be passed regarding the Government of the Russian Federation by the State Duma of the Federal Assembly of the Russian Federation.
In elaboration upon provisions of the Constitution of the Russian Federation, the Federal Constitutional Law also formalises the authority of the Government of the Russian Federation in the areas of social security, protecting families and childhood, healthcare, cooperation with civil society institutions and in other areas.
