The Federal Constitutional Law introduces amendments to the Federal Constitutional Law On the Commissioner for Human Rights in the Russian Federation, specifying additional requirements to the Human Rights Commissioner in the Russian Federation, envisaged by Article 103 of the Russian Federation Constitution.
Article 6 of the said Federal Constitutional Law fixes the requirement for the permanent residence of the Human Rights Commissioner on the territory of the Russian Federation.
Article 11 of the said Federal Constitutional Law is supplemented with item 12 that prohibits the Human Rights Commissioner from opening and holding accounts (deposits) and keeping cash and valuables in foreign banks outside the territory of the Russian Federation.
