The Government of the Russian Federation was instructed to ensure the drafting of a new state programme for scientific and technological development with an emphasis on issues related to funding non-military scientific research and engineering, and setting up financing mechanisms for the most important innovation projects of national significance.
The Government was also instructed, while drafting the programme, to include provisions for using Russian scientific and technological research to produce hi-tech products on Russian territory and to upgrade and further develop various branches of the economy, as well as to envision mechanisms for attracting funds from private and public entities to pursue research, and scientific and technological projects, based on the leading research facilities and educational institutions.
In addition, the Government was instructed to submit legislative amendments concerning scientific and technological expert assessment, criteria and mechanisms for implementation, and guidelines for monitoring and assessing the effectiveness of budget spending on state support for scientific research and non-military engineering.
The Government was also instructed to envisage financial support for organising and holding in 2021 a conference for international world-level mathematics centres based on the Talent and Success Educational Foundation.
