The instructions to the Government of the Russian Federation concern making amendments to legislation. These amendments must stipulate overall target figures for enrolling students at the federal budget’s expense; establish student achievement standards, set by the client, in a specialised training contract, and provide for the termination of the contract in the event that the student fails to meet the standards, with the client paying no fine; and allow for individual entrepreneurs to provide practical training for students under the relevant curricula.
The Government was also instructed to organise expert evaluations of textbooks on certain subjects (modules) for earning bachelors’ or specialists’ degrees.
The Ministry of Science and Higher Education was instructed to conduct a tender for allotting student enrolment targets, stipulated for higher education organisations at the federal budget’s expense, with due account for new professions and training aspects, so as to implement investment programmes and projects in the Russian Federation’s regions.
The Prosecutor-General’s Office was instructed to review whether regulatory legal acts of the Russian Federation’s regions setting forth the procedure and conditions for concluding specialised training contracts meet the requirements of legislation regulating the organisation of specialised training.
