The Government of the Russian Federation has been instructed to see to upgrades in the mechanisms for the use of experimental legal parameters in the area of digital innovation. In particular, it has been instructed to focus on identifying those responsible for causing harm as a result of using solutions created using artificial intelligence technology; protecting exclusive rights to the results of intellectual activity created using this technology; and creating conditions for the development of children in the sphere of information technology, including in rural areas and in small towns.
The Government has also been instructed to take measures to increase the number of Russian and foreign organisations that join the Artificial Intelligence Ethics Code, and present proposals to create conditions for cooperation, including remote cooperation, between Russian and foreign scientists and specialists on science, education, and information technology in order to implement joint projects in Russia.
Separate instructions have been issued to the Russian Federation Government together with the State Duma and the Bank of Russia.
The Government and the Presidential Council for Development of Civil Society and Human Rights have been instructed to organise regular public discussions and updates for the public on the benefits of using artificial intelligence technology and the risks associated with its use.
