The Federal Law is aimed at aligning the requirements for carriers from the Eurasian Economic Union member states and carriers from third countries engaged in international road transport of ethyl alcohol and bulk products with alcohol content.
Under the amended federal law, carriers from non-EAEU member states are no longer allowed to carry out international road transport of such products without a license, if the point of departure is located on the territory of Russia, and the destination is outside the customs territory of the EAEU. Until recently, this was allowed as part of the coronavirus response measures to assist third countries.
The federal law also defines the conditions for the import into the territory of Russia of alcoholic beverages without special federal stamps; sets new requirements for the transport of such products across the territory of the Russian Federation, as well as specific requirements for the circulation and labeling of such products in the territories of the Donetsk People’s Republic and the Lugansk People’s Republic.
