The President instructed the Government of the Russian Federation to work together with the State Council Commission on Youth Policy to draft the Youth Policy Implementation Strategy in the Russian Federation until 2030 taking into consideration the provisions contained in the National Security Strategy of the Russian Federation and the national development goals of the Russian Federation until 2030, as well as to approve this Youth Policy Implementation Strategy.
In particular, instructions issued to the Government include developing and carrying out a state (national) programme beginning in 2025 to create an empowering environment for young people; amending the Long-Term Youth Employment Programme until 2030 and other regulations related to youth employment; vesting the Federal Agency for Youth Affairs with authority to regulate youth policy; having the Federal Agency for Youth Affairs carry out a comprehensive youth policy development programme in the Russian regions titled Region for the Young by providing more funding to this programme; offering young people additional preferential mortgage programmes, including for young specialists and young families.
The President instructed the Government and the Presidential Executive Office to draft a comprehensive programme for preventing negative social practices among young people, including by reaching out to mentors, charities and volunteer organisations to promote preventive policies when working with minors who committed minor offences and misdemeanours, as well as submit proposals to make careers in government and municipal bodies more attractive for young people.
In particular, instructions issued to the Government together with the senior government officials of the constituent entities of the Russian Federation consist of developing tourist routes for children and young people, as well as families with children; offering housing support to young families; creating social assistance centres for people facing hardship based on social non-profits, state institutions and the regional offices of the #WeAreTogether National Mutual Assistance Campaign by ensuring that these centres benefit from state support.
The Government received several instructions to work together with senior government officials in the constituent entities of the Russian Federation and the Russian Movement of Children and Youth.
In addition, the Government and the Russian Movement of Children and Youth were instructed to draft and carry out mentorship programmes, provide for holding events with Heroes of the Russian Federation and participants in the special military operation, and carry out University Shifts educational and tourist programmes at higher education institutions [for teenagers from the Donetsk and Lugansk people’s republics, and Kherson and Zaporozhye regions].
The Ministry of Science and Higher Education, the Federal Agency for Youth Affairs, the Ministry of Labour and Social Protection, the Association of Volunteer Centres, the Russian Society Znaniye, the Autonomous Non-Profit Organisation Russia – Land of Opportunity, the Russian Movement of Children and Youth, the Ministry of Education and the Ministry of Finance received specific instructions from the President.
The President instructed the Federal Agency for Youth Affairs to work together with the Ministry of Education and the Ministry of Science and Higher Education to present a concept for holding the World Festival of Youth and Students in Russia in 2023.
The Presidential Executive Office has been instructed to submit to the Government youth policy implementation proposals as drafted by the senior government officials of the constituent entities of the Russian Federation.
