Instructions for the Government of the Russian Federation deal with various issues of implementing state control (oversight) of activities of local self-government bodies; creating information content to promote municipal service; creating a digital communication platform for local self-government bodies.
The Government, together with State Council Commission on State and Municipal Government and Commission on Economy and Finance, received a number of instructions on various aspects of streamlining the work of local self-government bodies.
The Government, together with State Council Commission on State and Municipal Government, Commission on Youth Policy and Commission on Education, were instructed to submit proposals on drafting mechanisms to attract young specialists and domain experts to municipal service, including in rural areas.
The Government, with participation of the Russian Presidential Academy of National Economy and Public Administration (RANEPA), was instructed to streamline educational programmes and standards in state and municipal administration, as well as educational programmes in the most popular fields of municipal administration.
The Government, together with officials in the Russian regions, also received additional instructions.
The Presidential Executive Office, the Government and RANEPA were instructed to draft a programme for developing the School of Mayors municipal administrative personnel reserve, online educational programmes and courses in the Digital University of Municipalities format.
The Presidential Executive Office, together with the Government, were instructed to establish a Service municipal award for representatives of municipal communities who have made a substantial contribution to addressing local issues and developing the local self-government system, and to hold annual All-Russian Municipal Forum.
The Prosecutor-General’s Office was instructed to streamline the procedure for organising control (oversight) and preventive measures with regard to local self-government bodies and their affiliated organisations.
Plenipotentiary presidential envoys to the federal districts also received a number of instructions, as did the top officials in the Russian regions.
