The Government of the Russian Federation was instructed, in particular, to take comprehensive measures aimed at integrating UAS into the single airspace of the Russian Federation with a view to ensuring their safe use. In the process, the Government is to review the digital transformation of air traffic management as regards the systems for air traffic service, navigation, landing, surveillance, communication and countering the illegal use of UAS.
The Government was also instructed to take measures to encourage the use of domestic digital platforms and solutions in training personnel, designing, manufacturing, certifying and operating UAS, and supervising their use.
To encourage the use of UAS, the Government was instructed to take measures to expand the use of digital geospatial data provided by UAS in various sectors of the economy, and together with the Defence Ministry and the Federal Security Service, to take measures to change the approach to events that limit the use of UAS-provided digital geospatial data, to achieve a cardinal increase in the speed of using these data.
A number of specific instructions were given to the Government of the Russian Federation together with VEB.RF State Development Corporation and the National Technology Initiative Platform.
The Presidential Executive Office was instructed to consider support of a project to create a Russian global satellite communications system and to introduce the Technojet-developed data protocol stack.
The Transport Ministry was instructed to submit proposals on organising air traffic with the use of digital platforms while integrating UAS into the single airspace of the Russian Federation.
