Considering the universal historical importance of the victory by the Soviet people in the 1941–1945 Great Patriotic War, and in order to coordinate efforts by federal executive bodies, executive authorities in the constituent entities of the Russian Federation, local governments and civil society groups to prepare and hold celebrations marking the 80th anniversary of Victory in the 1941–1945 Great Patriotic War, the President ordered that the Russian Pobeda (Victory) Organising Committee be tasked with coordinating the activities of these bodies and associations as they prepare and hold events marking the 80th anniversary of Victory in the 1941–1945 Great Patriotic War.

The Government of the Russian Federation has been instructed to work with the Russian Pobeda (Victory) Organising Committee on drafting and approving a plan for preparing and holding the main celebrations, which must include events marking the decisive battles and other major events of the 1941–1945 Great Patriotic War. This also applies to events involving foreign heads of state and government. In addition, the Government of the Russian Federation has been tasked with taking measures to improve the socioeconomic conditions of Great Patriotic War veterans.
The Foreign Ministry of the Russian Federation has been instructed to provide political and diplomatic support for holding these celebrations.
Federal and regional executive bodies of the Russian Federation also received several instructions to this effect.
