The Government of the Russian Federation was instructed to introduce amendments to the terms for the Far Eastern Mortgage programme. The terms will provide for subsidising interest rates of up to 2 percent annually on mortgage housing loans for young families buying a flat in the primary market up to January 1, 2030, in the regions of the Russian Federation, the territories or parts of territories that are classified as Arctic zone land territories.
Instructions to the Government of the Russian Federation, along with the Defence Ministry and government executive bodies of the regions of the Russian Federation, the territories or parts of territories that are classified as Arctic zone land territories, concern the development of the housing, energy and social infrastructure in the closed administrative and territorial entities and locations in the Arctic zone that host military units; identifying the sources of funding for these infrastructure projects, including the granting of budget credits and special treasury loans, the use of mechanisms in Far East and Arctic concessions and infrastructure bonds, as well as support tools at the VEB.RF State Development Corporation, the DOM.RF Joint-Stock Company and other development instruments.
Instructions to the Government of the Russian Federation, along with the Defence Ministry and government executive bodies of the Murmansk Region, concern major repairs of the Sports Centre for Marine and Physical Training (Severomorsk) of the Central Army Sports Cub affiliate. Also, the Government of the Russian Federation, along with the executive government bodies of the Murmansk Region, were instructed to ensure major repairs at the Central District Hospital buildings in Severomorsk.

The Government of the Russian Federation, along with the executive government bodies of the regions of the Russian Federation, were instructed to compile a list of anchor locations in the Arctic zone, including those related to national security functions and serving as bases for developing mineral resource centres and implementing economic and infrastructure projects in the Arctic. The instructions also concern the drafting and funding of master plans for the development of said anchor locations for the period up to 2035. The goal is to improve the living conditions for people, facilitate their access to social services and create conditions for self-fulfillment.
