The Government of the Russian Federation, together with the regional executive bodies in the Far Eastern Federal District, received instructions to draft and approve a comprehensive plan of action to expand air service within the district with the goal to ensure that by 2030 the annual passenger volumes on these flights reach 4 million trips.
Instructions to the Government also deal with, in particular, allocating additional funding from the federal budget in 2024 to build and develop the tourism infrastructure in national parks located in the Far Eastern Federal District; drafting a geological survey programme to study subsoil reserves in the Far Eastern and Siberian federal districts, and factoring these programmes into the Geology: Reviving a Legend national project; carrying out investment projects in the Far Eastern Federal District to promote manufacturing; establishing a fund for financing technological development projects and dedicated zones offering preferential investment programmes with the view to facilitating high-technology projects, as well as creating export centres for working with friendly foreign countries and an international commercial court.
The Government has also been instructed to consider expanding the streamlined citizenship procedures currently in place for those who graduate from higher education institutions with honours in Russia to include all university graduates in the Far Eastern Federal District.
In addition, the Government received instructions on amending the laws governing the contract system for procuring goods, works and services to introduce special procurement terms in the high-technology sector. The instructions also encompass efforts to promote cybersports in the Far Eastern Federal District, including developing cybersports centres and holding an annual international cybersports competition in the federal district.
Together with Russian Power System Operator, NP Market Council, and the Council of Electricity Producers and Strategic Electricity Investors associations, as well as Rosatom State Corporation, RusHydro, the Russian Union of Industrialists and Entrepreneurs, VEB.RF State Corporation, the Government of the Russian Federation has been instructed to draft, approve and ensure the implementation of a development programme for the energy sector in the Far Eastern Federal District until 2050. This programme must be aimed at enabling regions within this district to unlock their economic potential.
The Government of the Russian Federation received several instructions together with the Emergencies Ministry to improve the single state system for emergencies prevention and relief.
Together with the regional executive bodies in the Far Eastern Federal District, the Government of the Russian Federation received instructions to create tourist trails and promote automobile tourism in the Far Eastern Federal District, including by creating a dedicated service.
Instructions to the Government of the Russian Federation along with Russian Railways and BTS-Most, and with Gazprombank participation, deal with carrying out the third stage in the project to develop the Eastern Operating Domain.
The Government of the Russian Federation, together with Rosatom State Corporation, have been instructed to facilitate and promote the Russia 360 research and education project.
