The message reads, in part:
“I would like to welcome the members of the All-Russian Coordination Council of Human Rights Commissioners, which usually brings together ombudsmen, government officials, academics and experts to discuss a wide range of human rights issues, exchange ideas and share legislative initiatives.
This meeting will focus on creating the right conditions for the all-round development of young people. The most important aspects here include opportunities for a high-quality education, employment, and support for young families. The state pays special attention to each of these areas. At the same time, it is necessary to stay relevant and to respond sensitively to young people’s needs, improving our policies accordingly, and making timely changes to relevant federal and regional programmes and projects that are in tune with reality. The Coordination Council's expertise and rallying potential, as well as the initiatives and experience of human rights commissioners in the regions, will certainly be of use here.
Needless to say, the steps to protect human rights in Novorossiya and Donbass require your involvement. It is important to establish clear and prompt interaction with local administrations and speed up work on creating the institution of commissioners in those regions.”
