The meeting was held in Daghestan’s capital Makhachkala and linked to recent terrorist attacks in Kizlyar (Daghestan) and Moscow.
The President outlined five key tasks for fighting terrorism in the Caucasus: strengthening law enforcement agencies; conducting preemptive strikes against terrorists; helping those who have decided to break off ties with the bandits; developing social and economic spheres in the region; and strengthening moral and spiritual values.
Dmitry Medvedev informed of having awarded the Order of Courage to nine law enforcement officers killed in the terrorist attack in Kizlyar on March 31, when a group of traffic police officers tried to stop a car and its driver detonated an explosive device. After investigators and operatives arrived to the scene of the first explosion, a second terrorist set off an explosive device that he was carrying. Meeting participants observed a minute of silence to pay tribute to the dead.
Before the meeting, FSB Director Alexander Bortnikov and Interior Minister Rashid Nurgaliyev reported to President on the situation in Daghestan and measures to ensure security in the republic.
