The Government of the Russian Federation, along with the Presidential Executive Office was instructed to assist the youth organisation, the Russian Student Rescue Corps, create volunteer centres in the Kherson and Zaporozhye regions and support the activities of these centres in the Donetsk and Lugansk people’s republics.
The Government of the Russian Federation was instructed, along with the executive government bodies of the Donetsk People’s Republic and the Civic Chamber of the Russian Federation, to submit proposals on establishing a creative centre in Donetsk. It is to include a centre for developing creative industries, a cinema studio, as well as a school and a college for creative industries.
The Government of the Russian Federation, along with the Civic Chamber was instructed to present proposals on drafting a strategic planning document on demographic security and improvement of traffic regulations.
Instructions to the Ministry of Education along with the Ministry of Higher Education and Rosmolodyozh (the Federal Agency for Youth Affairs) concern the need to improve the implementation of the programme on major repairs for school buildings and to involve the students in drafting interior design projects for these buildings. Instructions also concern support for the efforts of the Civic Chamber, Russia, the Land of Opportunity platform and the Russian Znanie (Knowledge) Society to conduct comprehensive educational and acceleration programmes on studying approaches to designing modern educational spaces. The programme is to take place at the Senezh, Tavrida, Mashuk and other youth centres.
The Ministry of Education, along with the Civic Chamber, was instructed to present proposals on implementing the project “I am a citizen of Russia.” Under this project, children entering general educational institutions and individuals receiving their first passport as a citizen of the Russian Federation will receive educational materials on the main historical, geographical, cultural and other scientific facts of the Russian Federation.
The State Duma was instructed to complete, with the participation of the Civic Chamber and representatives of the professional community, a draft federal law on developing creative industries in the Russian Federation and ensure its review in a priority order.
The Moscow Government was advised to help religious associations, with the participation of the public authorities and organisations concerned, establish an inter-faith spiritual and educational centre in Moscow.
Executive government bodies of the Donetsk People’s Republic, along with the Civic Chamber, were advised to submit proposal on creating an education-and-production centre for work with public opinion leaders.
The Civic Chamber, along with executive government bodies of the Donetsk People’s Republic, the Lugansk People’s Republic, and the Zaporozhye and Kherson regions, were advised to ensure comprehensive public monitoring of compliance by the authorities and local self-government bodies with the social rights of citizens during the integration of these regions of the Russian Federation into the economic, financial, credit and legal systems of the Russian Federation as well as into the system of government bodies of the Russian Federation.
