Comprehensive work is conducted during the tour, with the officials assessing the fulfilment of government assignments, financial matters, the availability of hospital beds and staffing issues. This analysis of the situation helps identify solutions aimed at reuniting children with their parents, as well as supporting families in difficult situations.
During a working meeting with Head of the Republic Aisen Nikolayev, the Commissioner proposed establishing a commission in the region to assess the justification for placing children in institutions and to redirect these institutions towards new forms of family support, including semi-residential programmes based on assistance and care.
Maria Lvova-Belova highlighted the positive practices in the region. She said that an executive order by the Head of the Republic on reducing the number of children at orphanages by 50 percent by 2028 heralded a breakthrough. She suggested pooling efforts to achieve this goal, emphasising that this initiative aligns with the objectives of the nationwide inspection of the system for the prevention of social orphanhood.
Maria Lvova-Belova also held a meeting with the heads of republican agencies and institutions involved in the prevention of juvenile delinquency and neglect, as well as the commissions on juvenile affairs and the protection of minors’ rights. The Commissioner provided detailed recommendations to the region, developed based on the inspection results.
During her working trip, Maria Lvova-Belova visited a paediatric and perinatal centre, the republican ophthalmological clinical hospital, a family support centre, as well as a temporary shelter for women at the International Children’s Foundation Children of Sakha – Asia, where she met with members of the public and took several personal cases under supervision.
