As part of the nationwide inspection of the system for the prevention of social orphanhood, the Commissioner’s team visited six children’s institutions. Its experts analysed more than 50 personal files, taking nine of them to work on.
Maria Lvova-Belova held a meeting with heads of prevention system agencies. Among the Samara Region’s positive practices, the Commissioner highlighted a unified model of departmental subordination, a detailed roadmap for the prevention of social orphanhood, as well as control over the activities of guardianship and trusteeship authorities in the format of audit.
According to the Commissioner, the region needs to restructure its work to support families. Moreover, the region has a low rate of return of children to their birth families. The Commissioner believes the solution is to step up preventive work with families. Another priority area is support for parents suffering from addiction. Maria Lvova-Belova called for opening Stable Family clubs and expanding work to support such families.
During her working trip, the Commissioner also visited the Solnyshko children's centre, where she held personal reception of people.
