The Government of the Russian Federation has been instructed to establish standards for the availability of centres for showing audiovisual content in key communities in the Arctic zone, taking into account the current programme for building cinemas in small towns with a population of up to 50,000 people and the experience of the Republic of Sakha (Yakutia) in developing a cinema network in small communities. The instructions to the Government also involve streamlining the procedure and improving the terms for assigning child benefits to new parents.
In addition, the Government of the Russian Federation and the Roscosmos State Corporation have been instructed to submit proposals for unlocking and enhancing the research and development potential of the city of Korolev in the Moscow Region as a federal science city, and present, in collaboration with the Government of the Moscow Region and the Civic Chamber, potential solutions to the city’s transport problems, taking into account the residents’ opinions.
The Government of the Russian Federation and the executive bodies of the Donetsk People’s Republic have been instructed to take measures to provide new housing for the residents of Mariupol whose homes were damaged during hostilities and cannot be rebuilt, in areas close to their former places of residence.
The Government of the Russian Federation, together with the Defence Ministry and the executive bodies of the Belgorod, Bryansk and Kursk regions, has been instructed to ensure that support is provided, based on the one stop-shop principle, to local residents affected by the Ukrainian armed groups’ actions, while maintaining coordinated interaction between state authorities and volunteer organisations providing assistance to such individuals.
The Government of the Russian Federation and the Bank of Russia have been instructed to ensure that amendments are made to legislation introducing tougher credit institutions’ responsibility for violating the rights of consumers of financial services whose money was stolen as a result of fraudulent actions, including the use of social engineering methods.
The Government of the Russian Federation, together with the Bank of Russia, the FSB, the Prosecutor General’s Office, the Investigative Committee, the Interior Ministry and the Federal Service for Financial Monitoring, has been instructed to investigate cases of illegal financial transactions completed using account details that bank customers had disclosed to third parties, and to develop proposals aimed at preventing such transactions.
The instructions to the Defence Ministry relate to improving the mechanism for locating service members who went missing during the special military operation and supporting their families.
The Defence Ministry, jointly with the National Guard, has been instructed to submit proposals for creating a network of military educational institutions, taking into account the projected demand for military personnel in the long term.
The Prosecutor General’s Office and the executive authorities of the Republic of Tatarstan have been instructed to take additional measures to prevent fraudulent actions by developers involved in building single-family residences in the region.
Regional executive bodies have received recommendations on improving the conditions for an expedited launch of projects to build single-family houses using escrow accounts, as well as on conducting regular monitoring in this segment of housing construction.
The Russian Popular Front has been instructed to analyse the appeals from the public received during the Presidential news conference and report the results to the Presidential Executive Office, the Government, the federal executive bodies concerned as well as senior officials in the regions of the Russian Federation for consideration within their competence.
