Instructions to the Government of the Russian Federation, together with the autonomous non-profit organisation National Centre of Historical Memory under the President of the Russian Federation, deal with building a visual content storage centre within the grounds of the State Film Archive of the Russian Federation.
The Government of the Russian Federation was instructed to work with the Government of the Leningrad Region, the Russian Military Historical Society, and the Presidential National Centre of Historical Memory to explore opportunities for creating a museum complex based on the materials which have been accumulated as part of the No Statute of Limitations research and educational project.
The Government of the Russian Federation, together with the Presidential National Centre of Historical Memory and the Talent and Success Foundation, were instructed to develop higher education programmes focused on historical memory and offer these courses through the Sirius University of Science and Technology.

The Presidential Executive Office received instructions to collaborate with the Defence Ministry to organise the Family Zarnitsa competitions, which encompass sports, intellectual and creative contests and challenges for families with children, across all constituent entities of the Russian Federation.
The Defence Ministry, together with the Russian Search Movement – a nationwide public movement with a mission to perpetuate the memory of those who lost their lives defending the Fatherland, as well as the Ministry of Education, the Ministry of Science and Higher Education, and the Russian Military Historical Society, were instructed to develop a special programme for holding educational, commemorative and memorial events on the sites of battles of the 1941–1945 Great Patriotic War as well as organising search expeditions for secondary school and university students.
Instructions for the Ministry of Education and the Ministry of Science and Higher Education pertain to drafting a programme for holding the Talking of What Matters extracurricular workshops and adding to programmes a module on the defenders of the Fatherland, including the participants in the Great Patriotic War and the special military operation.
The Investigative Committee, the Ministry of Culture, and the Presidential National Centre of Historical Memory received instructions on transferring items confiscated as part of criminal investigations of genocide against the Soviet people and recognised as evidence possessing historical and cultural value to the museum and educational complex in Zaitsevo, the Leningrad Region.
Top regional officials were advised to hold face-to-face meetings with veterans of the Great Patriotic War and help them resolve any challenges or problems they face, install name plates on buildings where Great Patriotic War veterans live, have mobile medical teams carry out additional medical checkups for Great Patriotic War veterans and supply them with medicines they need, as well as confer the regional-level Honoured Resident title on Great Patriotic War veterans accordingly.
Executive bodies of the Russian Federation constituent entities, together with the Russian Military Historical Society, received recommendations on creating an inventory for monitoring the state of memorials and monuments commemorating the heroes and events of the Great Patriotic War, including mass graves and individual burial sites, and take appropriate steps to ensure they are accessible, well-maintained, repaired or restored, as necessary.
