The Government of the Russian Federation has been instructed to authorise the Talent and Success Foundation to coordinate the activities aimed at discovering, supporting and developing the abilities and talents of children and youth in the Donetsk People’s Republic, Lugansk People’s Republic, and Zaporozhye and Kherson regions, including the establishment in those regions of relevant regional centres and the provision of funding for such activities.
The instructions to the Government, jointly with the Talent and Success Foundation, pertain to setting quotas for the provision of Presidential grants established by President’s Executive Order No.607 of December 7, 2015, On State Support Measures for Individuals Demonstrating Outstanding Abilities, in the fields of Science, Art and Sports.
The instructions to the Government, jointly with the Talent and Success Foundation and involving leading educational institutions in the arts, concern improvements in teaching in the field of Art under the programmes of primary, general and secondary education to ensure the all-round harmonious development of personality and creative skills in students through regular practical music, visual arts and drama lessons.
The Government of the Russian Federation, together with the Talent and Success Foundation and the administration of the Sirius federal territory, have been instructed to submit proposals on holding an international art festival for children and youth in the Sirius federal territory, as well as on organising efforts to discover, support and develop the abilities and talents of children and youth in the Republic of Abkhazia.
The Talent and Success Foundation, together with the Ministry of Culture and the Ministry of Education, have been instructed to ensure, starting from the 2026/27 academic year, the testing of methods of integrating creative practices (including visual arts, theatre and music lessons) into the educational process of primary schools in order to ensure the all-round development of students and to foster creative thinking.
