The Government of the Russian Federation has been instructed to ensure the monitoring of the financial condition of coal industry organisations and, where necessary, to implement state support measures for them to enhance their economic efficiency and competitiveness.
The Government of the Russian Federation has also been instructed to develop mechanisms to finance the creation and modernisation of electric power infrastructure, including the provision of state support, and to introduce amendments to relevant legal instruments to improve the efficiency of the electric power sector.
In addition, the Government has been instructed to approve the Concept for the Development of Competitive Retail Electricity and Capacity Markets, define the status of demand-supply balances within the strategic planning system of the Russian Federation, and ensure the development of targeted supply-demand balances for federal districts and for the Russian Federation as a whole, by employing digital solutions that facilitate the most efficient use of fuel and energy resources in each region.
The Government has also been instructed to submit proposals for the placement of data processing centres in potentially energy-surplus regions of Russia, considering the potential of supplying them with electric energy generated by coal and gas power facilities using modern technologies (subject to compliance with environmental protection requirements) in areas with significant coal and natural gas reserves that are located far from transport infrastructure.
The Government of the Russian Federation, in collaboration with the executive authorities of the Yamal-Nenets Autonomous Area, has been instructed to facilitate the development of hard-to-recover hydrocarbon reserves in the Nadym-Pur-Tazovsky region.
