The Government of the Russian Federation has been instructed, in part, to launch federal statistical surveys under the category “Reproductive Plans of the Population” starting in 2026; provide additional state support measures to families with children by means of fully or partially subsidising mortgage loans or credits following the birth of a fourth child and subsequent children; review the performance of the reproductive health centres at medical facilities of the Rosatom State Corporation and the Federal Medical-Biological Agency in order to disseminate best practices; establish a new section Gosuslugi.Family on the Gosuslugi public and municipal services website; and improve the use of information technology for monitoring the reproductive health of the population.
The Government has also been instructed to analyse the mechanisms for employing foreign citizens who received education at state universities, and to take measures to improve these mechanisms.
The Government and the Russian Union of Industrialists and Entrepreneurs, working together with the State Council commissions, are to analyse the positive practices of support measures for the families of employees that have children, including measures for increasing the birth rate, and to ensure the dissemination of such experience.
The Government and regional executive authorities have been instructed to support and promote nursery groups for children under three years of age at preschool institutions, and to work together with associations of employers and trade unions to coordinate the amendment of collective agreements with additional support measures for employees who have children.
The Government, working together with regional executive authorities, the Bank of Russia and DOM.RF, are to submit proposals on improving state programmes for the provision of housing to families with children.
The Government and the Presidential Executive Office are to submit proposals on making amendments to regulatory legal acts aimed at promoting traditional family values and a positive image of large families in advertising.
Instructions for the Ministry of Science and Higher Education have to do with creating favourable conditions for women who had children during their studies.
