The message reads, in part:
“February 15, 1989 is a significant and unforgettable date in the military history of our Fatherland. We are proud of our soldiers and officers, as well as the civilian specialists, who fulfilled their duty with honour. In defending the national interests of the Motherland, they endured severe trials with dignity, demonstrating resilience and courage, compassion, mercy and nobility.
It is important that throughout these years you have carefully preserved the traditions of military brotherhood, supported your fellow servicemen and their families. Your knowledge, skills and extensive experience continue to be in demand in the work of veterans’ organisations and in the patriotic education of young people. I would particularly note the effective support you provide to participants in the special military operation.
Such a responsible civic stance, your commitment and your firm adherence to enduring patriotic, spiritual and moral ideals and values deserve the highest recognition.”
