Vladimir Putin approved a list of instructions following his President’s end of the year news conference held on December 19, 2025.

The instructions to the Russian Government concern extending the duration of monthly childcare benefits until a child reaches three years of age, amending the terms of the preferential mortgage programme for families with children, and providing social support measures to these families to encourage parental employment and increase income from work.

The instructions to the Government also concern, in particular, support for citizens living in settlements shelled by Ukrainian armed formations, whose homes have been lost or damaged as a result of such shelling; state support for the production, distribution, and screening of films dedicated to participants in the special military operation; and certain issues related to the transfer of motorways from federal to regional ownership and from regional to federal ownership.

The instructions to the Government, jointly with the Prosecutor General’s Office and the Defenders of the Fatherland State Foundation to Support Participants in the Special Military Operation, concern the timing and procedure for making payments to family members of deceased or missing participants in the special military operation.

A number of instructions to the Government, jointly with regional executive bodies, the Prosecutor General's Office, and the Russian Popular Front, concern measures to prevent disruptions in the supply of medications to pharmacies for privileged categories of citizens, tighten price control on medications included in the list of vital and essential medications, and the completion and commissioning of unfinished social infrastructure facilities.

The Russian Government, jointly with the executive bodies of the Republic of Sakha (Yakutia), has been instructed to consider establishing pricing guidelines for electricity consumed by social infrastructure facilities located in the Republic’s Arctic regions and, if necessary, take measures to adjust approaches to setting electricity tariffs for such consumers.
