The Government of the Russian Federation has been instructed to approve the Strategy for the Long-Term Development of the Bioeconomy in the Russian Federation until 2036 and beyond, and to bring strategic planning documents in line with it, including the documents related to spatial development, food and biological security, the development of healthcare and the pharmaceutical industry, as well as other industries, energy and agriculture.
In order to implement the Strategy, the Government has been tasked with ensuring the development and adoption of a comprehensive set of measures aimed at supporting bioeconomy projects at all stages, from research to the production of finished goods.
The instructions also address improving the effectiveness of public administration in implementing technological policy in the field of the bioeconomy, taking into account its cross-sectoral nature; assessing workforce provision for bioeconomy projects and increasing enrolment in relevant fields funded from the federal budget; increasing funding for the Technological Support for the Bioeconomy national project, and other programmes and initiatives aimed at developing the bioeconomy; boosting exports of biotechnology products; and increasing the number of critically important science-intensive technologies under development.
In addition, the instructions cover the development and application of nuclear technologies in medicine; reducing the time required to introduce biotechnologies; supporting domestic production of biotechnological equipment and its key components, as well as materials critical for the bioeconomy; and expanding the use of biotechnologies across various sectors of the economy and the social sphere in order to create sustainable demand for bio-technology products.
The Government has also been instructed, with the participation of the Ministry for Civil Defence, Emergency Situations and Disaster Relief and the National Research Centre Kurchatov Institute, to consider the establishment of bio-eco-communities in territories along the Trans-Arctic Transport Corridor. It is also tasked, with the involvement of relevant organisations and representatives of the academic and expert communities, with ensuring the organisation in 2027 of the Future Technologies Forum dedicated to the development and implementation of digital platforms across various industries.
The Government and the Ministry of Foreign Affairs have been instructed, in the context of BRICS events and events held by other international associations of which Russia is a member, to ensure discussion of joint scientific research aimed at creating conditions for scientific exchanges, the implementation of educational programmes and investment projects in biotechnology, and the development of the bioeconomy.
The Government and the Russian Science Foundation have been instructed to submit proposals on promoting the Foundation’s bioeconomy-related projects within the framework of international scientific and technological cooperation, with a view to supporting their export potential.
