Instructions to the Russian Government concern the participation of state circuses in the Pushkin Card programme; the allocation of federal budget funding to educational institutions offering arts programmes to engage performing arts professionals in the educational process; the implementation of a programme for the development of theatrical arts in the Far East; the development of a program for theatrical arts in the North Caucasus and Southern federal districts, including the launch of the Vershina mobile interregional festival beginning in 2027; and the construction of a health and wellness facility for the Vaganova Academy of Russian Ballet.
The Russian Government, jointly with the Ministry of Justice, has also been instructed to develop legislative acts granting cultural institutions the right to use works created by outstanding Russian authors in cases where copyright holders unjustifiably deny such rights or otherwise abuse them.
The Russian Government, together with regional executive authorities, has been instructed to address the infrastructure and logistic development of cultural organisations and educational institutions of culture and arts.
The Russian Government, jointly with the Moscow City Government, has been instructed to upgrade the existing educational building of the Moscow State Academy of Choreography or build a new educational complex for it.
The Foreign Ministry, together with the Ministry of Digital Development, Communications and Mass Media, the Ministry of Finance, the Union of Writers of Russia, and the Russian Book Union, has been instructed to transform the Slovo National Literary Award into an International Literary Award by expanding its geographical scope and ensuring annual funding.
The Ministry of Finance has been instructed to establish reduced land tax rates for land plots occupied by cultural institutions and film organisations.
The Ministry of Education, jointly with regional executive authorities, has been instructed to ensure that 100 of the best Soviet and Russian feature films are incorporated into primary and secondary general education curricula, with mandatory classroom discussion of each film in the context of the topics being studied.
The Presidential Administrative Directorate has been instructed to ensure that the construction of the facilities required to accommodate the Boris Eifman Dance Palace in St Petersburg is completed.
The State Duma, together with the Russian Government and the Union of Cinematographers of the Russian Federation, has been recommended to prepare and adopt, as a matter of priority, draft federal laws aimed at supporting Russian cinema and regulating the distribution of foreign films.
Separate recommendations have been issued to regional executive authorities regarding the provision of studio and workshop space on preferential terms to members of the Union of Artists of Russia and regional public associations of artists.
The Government of St Petersburg, together with the Russian Military Historical Society, has also been recommended to ensure the installation of a monument to the Russian statesman and military commander, Alexander Menshikov (1673–1729).
