I am delighted to present these high state decorations to you. You have earned them for your courage, heroism in combat, and flawless service to the Fatherland; for your loyalty to military duty, and to your country and people.
For the sailors and officers of the Russian Navy, loyalty to Russia has always been and remains a powerful spiritual anchor, and the foundation of solid naval traditions.
This ceremony is taking place at the Admiralty, which is rightly considered one of the greatest symbols of the Russian Navy’s progress and glory. It was forged by the hard work, talent, strong will and victories of many generations. You, too, have inscribed your names in its history. The sailors of surface and submarine forces, marine aviation pilots, marines and coastline forces invariably demonstrate courage and bravery.
Comrades, your achievements are a result of modern knowledge and advanced professional skills. You were destined to serve in this challenging and highly demanding period, to gain experience in real combat conditions, and to learn to operate in constantly changing circumstances smartly and promptly. This speaks to your merits and personal contribution to the Russian Navy’s might, its progress, and to securing Russia’s interests and Russian citizens’ security – a contribution to our common victory.

On this remarkable day for naval sailors, the division entrusted to me and I feel immensely proud of belonging to the most technologically advanced branch of the Russian Armed Forces, the Russian Navy.
The award I received today represents the accomplishment of my entire division. Every navigated mile, every successful exercise and every combat mission makes a contribution to Russia's defence capability – a sailor’s contribution.
Allow me to thank you, on behalf of all naval sailors who serve in the surface and submarine forces, the Marine Corps and the Marine Aviation, for your tireless attention to the development of the Russian Navy.
Comrade Supreme Commander-in-Chief, all the tasks set for the naval sailors will be fulfilled.
