The meeting addressed issues of domestic and foreign migration, including the cultural and linguistic adaptation of foreign citizens in Russia, problems and prospects for Russia’s cooperation with international migration organisations, and directions for developing the institutions of Russian citizenship and clemency.
In accordance with the approved provisions, the Expert Council was created to ensure an efficient and constructive dialogue between representatives of the expert community, business circles, scientific organisations, public associations and the authorities of the Russian Federation.
Members of the council produce scientific opinions on suggestions submitted to the President on improving state policy and the legislation of the Russian Federation in the field of migration, developing institutions of Russian citizenship, granting political asylum, on suggestions concerning matters of criminal law including clemency, and other suggestions on issues that fall under the jurisdiction of the Presidential Directorate for the Protection of Citizens’ Constitutional Rights. Council members include representatives from universities, research institutions, state authorities and nongovernmental organisations.
