Meeting of the State Council working group on priority areas of the Russian regions’ activities to promote competition

Presidential Aide and State Council Secretary Igor Levitin chaired the first meeting of the working group to discuss priority areas of the Russian regions’ activities to promote competition development.

Head of the working group, State Council member, and Head of the Udmurt Republic Alexander Brechalov Brechalov Alexander Brechalov AlexanderHead of the Republic of Udmurtia informed meeting participants about the goals and objectives facing the working group as it prepares a report for the State Council meeting.

The meeting was attended by Head of the Federal Antimonopoly Service Igor Artemyev Artemyev Igor Artemyev Igor , representatives of the Federation Council, the State Duma, and the Supreme Court, as well as representatives of the federal and regional executive bodies, the business community, and scientific and public organisations.

In accordance with the Presidential Executive Order On State Competition Policy Guidelines of December 21, 2017, promoting competition in Russia is a priority area of focus for the President, the Federal Assembly, the Government, the Central Bank, federal and regional executive authorities, and local government bodies.

The meeting participants noted that competition acts as an incentive for the country’s economic growth and the development of innovations, and the state is objectively interested in supporting a competitive environment. However, competition in Russia has so far not reached its potential.

The participants discussed the concept of the working group’s report. The report’s key provisions were based on an analysis of global economic challenges to promoting competition worldwide, as well as matters of promoting competition at the federal, regional and local levels.

As work on the report continues, the proposals made by the working group during the meeting, including those related to implementing measures provided for by the Russian Federation National Competition Promotion Plan for 2018–2020, as well as those related to implementing, across the regions, the Competition Development Standard in the Russian Regions, approved by the Government on September 5, 2015.
