The participants reviewed the results of the Russian delegation’s participation in the 24th session of the Conference of the Parties to the UN Framework Convention on Climate Change (Katowice, Poland, December 2–15, 2018). The main result of this climate summit was the endorsement of the rules for implementing the Paris agreement, the work on which has been on-going since 2016. The rules reflect the maximum possible uniformity of compliance with the Paris agreement for all countries with consideration for their national features. They determine categories such as the definition of contributions (commitments) at the national level, adaptation, financial issues, accountability and a judicial mechanism for observation, to name a few.
The participants in the final meeting of the Interdepartmental Working Group on Climate Change and Sustainable Development approved its plan for 2019. The plan provides for the discussion of the preparations for the final report to the President on the expediency of ratifying the Paris agreement, the national plan for adaptation to unfavourable climate changes, the drafting of a federal law on the state regulation of greenhouse emissions, and the efforts of ICAO and IMO to reduce greenhouse emissions.
The participants also approved a plan for interdepartmental work on carrying out the decisions of the 24th session of the Conference of the Parties to the UN Framework Convention on Climate Change and preparations for the 25th session of the Conference of the Parties to the UN Framework Convention (Chile, November 11–22, 2019).
