Ruslan Edelgeriyev attends Petersberg Climate Dialogue

On May 6–7, 2021, Adviser to the President and Special Presidential Representative on Climate Issues Ruslan Edelgeriyev attended the 12th Petersberg Climate Dialogue via videoconference.

Delegates from over 40 countries discussed preparations for the 26th session of the Conference of the Parties to the UN Framework Convention on Climate Change, due to take place in Glasgow, UK, in November 2021. Dialogue participants set forth their positions on unresolved issues regarding the implementation of the Paris Agreement, including adaptation to the adverse effects of climate change, regulations for implementing market and non-market mechanisms under Article 6 of the Paris Agreement, climate financing, a common time frame for submitting contributions being determined at national level and an expanded reporting framework. The Federal Republic of Germany and the United Kingdom co-chaired the event.

The Russian Federation is interested in implementing the Paris Agreement and prioritises the assessment of its Article 6. The approval of a package of decisions on this clause lays the foundation of a mechanism for long-term cooperation between countries, which is necessary to achieve the main goal of the Paris Agreement. Ruslan Edelgeriyev set forth the country’s position regarding planned regulations for implementing market mechanisms. He noted, among other things, the need to abstain from introducing artificial political and economic restrictions under the newly-established regulations and for including forestry and land management projects, as well as subsequent methodological work on verification procedures and standards.

Ruslan Edelgeriyev noted the importance of national reporting as a key element of the Paris Agreement architecture; this element facilitates its full-fledged and effective implementation. He said Russia was committed to including objective information and reliable data.

Participants in the Petersberg Climate Dialogue called for the continuation of the discussion in the run-up to the 26th Conference of the Parties.
