The participants discussed a draft law on the general principles of organising public authority in the Russian Federation constituent entities, submitted to the State Duma by Federation Council Senator Andrei Klishas and State Duma Deputy Pavel Krasheninnikov.

Moscow Mayor Sergei Sobyanin and Moscow Region Governor Andrei Vorobyev informed the meeting participants about the key amendments to the draft law wording that were prepared following the meeting of the State Council Commission on State and Municipal Administration, held on November 19, 2021, and aimed at ensuring unity of public authority in the regions and municipalities.
The following officials took part in discussing the amendments: Aide to the President – Head of the Presidential State-Legal Directorate Larisa Brychyova, Deputy Prime Minister Marat Khusnullin, Deputy Prime Minister – Chief of the Government Staff Dmitry Girgorenko, Presidential Plenipotentiary Envoy to the Urals Federal District Vladimir Yakushev, Minister of Economic Development Maxim Reshetnikov and First Deputy Finance Minister Leonid Gornin.
Following the discussion, the participants voted to clarify provisions of the draft law in the second reading with due account of the approved amendments. State Council commissions on socioeconomic development were instructed to work with federal executive bodies to improve the delimitation of authority on matters of joint administration by the Russian Federation and its regions.
